Ranil was Prime Minister before the national government – Jayampathy

Ranil Wickremesinghe became the Prime Minister following the election held at the end of August 2015 and was sworn in as the Prime Minister more than a week before the national government was created, said constitutional expert and Parliamentarian Dr. Jayampathy Wickramaratne.

Expressing his views at a media briefing held in Rajagiriya yesterday (19) on the current political situation, Dr. Jayampathy Wickramaratne said that the Cabinet should be dissolved in order to remove the Prime Minister.

He explained that according to the 19th Amendment to the Constitution the President had no powers to remove the prime minister unless there is a government policy statement, a budget defeat or a no-confidence motion against the government

Dr. Wickramaratne pointed out that following the appointment of Ranil Wickremesinghe as the Prime Minister, in order to form the national government, a proposal was passed in the parliament to increase the number of ministers in the cabinet.

He emphasized that if the national government was abolished only the size of the cabinet will be reduced.

According to the new constitutional amendments, the President needs the Prime Minister’s advice even to remove a minister from the cabinet, he pointed out.

MP Dr. Wickramaratne said the 19th Amendment has empowered the parliament and the cabinet has to be dissolved in order to remove the Prime Minister.
