In the present day the much spoken about large scale frauds are the AIRBUS deal and the many BOND SCAMS that have cheated the public of billions and the people rightfully must ensure the government will not allow them to be covered up and deprive the people of the billions stolen to be returned to where they belong. The people of this country have suffered for long enough to have to pay for the losses of such crimes.
However the continuing electricity fraud which makes the Airbus deal or the bond scam to seem like a drop in the ocean. The power mafia continues to sabotage the country’s power developments to create artificial shortages and make billions by supplying power for such shortages. If the country’s power capacity requirements are met and cheep affordable power is made available to all, then the Mafia stands to lose more than Rs 50 billion per year. Not just in turnover but in clean profit. The loss to the nation is over 300 billion.
The entire mafia is well connected by a web of lawmakers , officials, politicians of all major parties, CEB engineers, media, clergy consumer movements and energy experts who are well remunerated for their soppier in protection of the power mafia to ensure power shortages are maintained and no new comers enter and provide cheap energy.
At the top of the POWER MAFIA is LANKA TRANSFORMERS LIMITED(LTL) and its subsidiary/associate LAKDANAVI.
LTL is a company that CEB owns a major share and LAKDANAVI is a company where the treasury is the major shareholders.
However these two organizations are controlled by four individuals and few of their favorite execs.
1. U. D JAYAWARDENE.
2. M.J.M.N MARIKAR.
3. RAVINDRA PITIGALA.
4. DAMMIKA NANAYAKARA.
These four fraudsters have taken control of the above two organizations even though they have a very minor shareholding and despite the government being the major share holder of these companies.
The above four control ESOT( employee share option trust) which has a minor share holding of LTL)
While the major share holder who is the government has not been paid a led cent, ESOT has billions in its bank accounts and the above four men have drawn billions as their share of profits.
The government who is the major shareholder has not been paid a cent in decide to or profit until 2019 when their was a public outcry and Rs 12 billion was finally paid for that year.
However the government has not made any efforts to demand the monies that were not paid to the government for over 8 years. This amount could exceed almost Rs 300 billion.
Further more these men have successfully managed to ensure these companies with major shareholding of the government are not audited by the auditor general. This protection is also provided to these four fraudsters by the politicians that have continually been sponsored by them.
CEB ENGINEERS are a major contributor to this mafia as most of them are provided employment or work as consultants to either LTL or LAKDANAVI after retirement. There have been instances where the children of CEB engineers were also hired to These companies. Further it is the CEB engineered that ensure the power shortage is maintained and power is tripped in many places to ensure LAKDANAVI is connected to such instances to provide power at over Rs 35 per unit. A simple survey will show that most of the power used from LAKDANAVI is for such emergency situations at these higher rates rather than purchasing standard power at the agreed tariff.
So everyone enjoys the big bucks doing what they do best tripping perfectly normal lines to connect LAKDANAVI at huge rates rather than purchase standard rates.
It is also well known that anyone who is appointed as CHAIRMAN CEB or CHAIRMAN LTL gets handsome payments and fringe benefits by LTL and they all fall in line to support the cause.
LTL and LAKDANAVI have been used by the four fraudsters to bend many tenders in their favor including power plant tenders, Transmission tenders, sub stations and many others by ensuring the CEB engineers remove the clauses that prevent conflict of interest. Strangely this clause is only removed from tenders that LTL or LAKDANAVI Participate in.
We have seen that the only saving grace of our nation the VIYATHMAGA headed by the present president in a bid to end corruption has also been infiltrated by these fraudsters using their ill gotten money to sponsor the efforts of the VIYATHMAGA movement with U. D JAYAWARDENE, S. MARIKKA somehow making ways into VIYATHMAGA and gaining recognition as major financial contributors to the past election and future.
The simple and only solution to the country’s entire power crisis and high power costs is that this Mafia is removed from the power sector. It is time the government took over the shares of these individuals and removed them from all responsibilities as these companies are mostly government owned.
The following will correct all artificial power shortages and excess power costs permanently.
1. Introduce a maximum price of Rs. 25 or less for fossil fuel power without exemptions to emergency or standard power.
2. Introduce maximum capacity and number of power plants for each independent power producer to allow newcomers to enter the industry through investment.
3. Introduce strict procurement guidelines preventing conflict of interest in all government tenders with no exceptions to these organizations.
When above is done the tripping lines and other artificial failures contributing to power shortages will end.
UNLESS OUR PRESENT PRESIDENT IDENTIFIES THE CANCER OF THIS POWER MAFIA HE WILL ALSO END UP IN THE SAME FATE OF OTHER POLITICIANS WHO THIS MAFIA HAS USED LIKE TOILET PAPER THAT IS DISCARDED FROM THE ROT THEY PUT ON IT.
WHILE ANY UNSUSPECTING PRESIDENT COULD HAVE BEEN TRAPPED IN BY BIG DONORS OF A PRESIDENTIAL CAMPAIGN IT IS LEFT TO BE SEEN IF THE PRESIDENT WILL USE HIS POWER TO CLEAN UP THE POWER SECTOR BY CALLING FOR GOVERNMENT AUDITS AND INVESTIGATIONS INTO THE ACCOUNTS OF LTL, LAKDANAVI AND THE MAZE OF SMALLER ASSOCIATE COMPANIES AS WELL AS PERSONAL ACCOUNTS OF U.D JAYAWARDNE, MARIKKA, PITIGALA AND NANAYAKARA ALL WHO ARE VIYATHMAGA STRONGMEN.
