The concept mirrors the southern development authority act and details specifics relevant to the Northern Province. It is on a premise one or more provinces could collaborate as a whole or on specific parts . As the South has so should all Provinces has similar authorities.

Monetize land, water, public and private property, and skill sets from among the 401,000 families in the Province: The aim is to leverage the available resources, including land, water, and the skills of the local population, to generate economic opportunities and improve livelihoods.

Raise the net worth and quality of life of families within a time-bound period to global quality indexes of measurement through dashboard-driven data sets: The objective is to uplift the economic status and overall well-being of families in the Northern Province, measured by global quality indexes. This would involve monitoring progress through data-driven metrics and taking necessary actions to improve the quality of life.

Create a Green Province and obtain credits and create a sustainable ecosystem: This objective involves implementing measures to promote environmental sustainability, including initiatives for green infrastructure, conservation, and environmental credits. It aims to create a sustainable ecosystem that balances economic development with environmental stewardship.

Ignite a rural development revolution: The goal is to catalyze a transformative rural development movement in the Northern Province. This would involve implementing comprehensive strategies and initiatives to address rural development challenges, improve infrastructure, create employment opportunities, and enhance the overall socio-economic conditions of rural communities.

Introduce the first World smart governance in the administration, set in place communication, transport, and connectivity that match developed settings globally: This objective focuses on modernizing governance practices in the province by adopting smart governance approaches. It includes leveraging technology for efficient administration, improving communication networks, enhancing transportation infrastructure, and ensuring connectivity that meets global standards.

Achieve optimal happiness ratings from citizens emulating Bhutan and Finland: This objective aims to prioritize the well-being and happiness of citizens, drawing inspiration from countries like Bhutan and Finland, which emphasize the Gross National Happiness index. It involves implementing policies and initiatives that enhance the overall happiness and satisfaction of the population.

Fuel and infuse a surge of development through revenue generation: The objective is to generate sustainable revenue streams that can fuel and support the developmental activities in the Northern Province. This may involve exploring various sectors, attracting investments, promoting entrepreneurship, and leveraging the available resources to stimulate economic growth.

Achieve selected objectives within five (5) years: The overall objective is to accomplish the set goals and targets within a specific time frame of five years, indicating a sense of urgency and commitment towards achieving tangible results in a relatively short period.

These selected objectives outline a comprehensive vision for the Northern Development Authority, encompassing economic growth, environmental sustainability, improved governance, and enhanced well-being for the residents of the Northern Province.
